La Netherlands Coalition for Digital Preservation
vient de rendre publique les résultats d'une enquête nationale sur la
conservation des documents numériques menée en juillet 2009. Le résumé

In order to underpin its strategy, the NCDD [Nationale Coalitie Digitale
Duurzaamheid] decided build a detailed picture of the current situation
in the public sector in the Netherlands. Can institutions or domains
be identified which have successfully risen to the challenge of digital
preservation and permanent access? What categories of data are in danger of
being lost? How can the risks be managed? The so-called National
Digital Preservation Survey was funded by the Ministry of Ministry of
Education, Culture and Science, and was held in the first six months of
2009.
A team of three researchers
conducted some seventy interviews with stakeholders in three distinct sectors:
government & archives, the research community, and cultural heritage
institutions.

En gros, l'enquête montre que les politiques de préservations
numériques sont insuffisantes aux Pays-Bas et qu'il conviendrait de
mettre en place un réseau d'infrastructures dédiées à la
préservation et la diffusion des objets numériques sur le long terme pour
éviter une perte d'information.
The members of the Netherlands Coalition for Digital Preservation wish to
join forces to facilitate the establishment of a national infrastructure of
repositories, services and tools, in which:
1. awareness of the long‐term access issues is present throughout the lifecycle
of digital information;
2. roles and responsibilities have been clearly defined to improve a smooth
transfer from data creators to digital archives;
3. enough trustworthy repository capacity is available for storage and
long‐term management;
4. the parties involved share services and tools as efficiently as
possible;
5. structural funding is available for those activities which secure permanent

6. dedicated selection mechanisms are available, attuned to the digital
age;
7. stakeholders share knowledge and expertise – nationally and
internationally.
Le rapport mentionne donc entre autres la
nécessité de mise en place d'un réseau pour le stockage et la
gestion des métadonnées, voire, pour les petites entreprises, pour la mise à
disposition d'outils. Le rapport suggère également l'ouverture d'un
fonds pour financer des projets de numérisation par exemple. Enfin, il
souligne le besoin d'améliorer les processus de sélections de
l'information numérique, la conservation des données ne pouvant être
menée à bien, et à des coûts abordables, que si la sélection est faite
correctement.
Pour finir, le document précise que les conclusions et recommandations de ce
premier rapport seront ensuite discutées lors d'une conférence
nationale le 18 septembre à La Hague puis par le Bureau executif du
NCDD qui rendra ses décisions et la politique finale adoptée publique fin
2009.
